Use the Yearbook as Adrian suggested, then research a few companies and find out what sort of things they have produced before. Try and match your pitch to the sorts of audiences they make programmes for. I would actually approach companies directly, though do try and find the correct person to send your pitch to before sending anything.
You will find agents in the Writers' and Artists' Yearbook that deal with TV Programs.
I suggest you send one or more them a query letter with your idea.
