I agree with Susan, horror is a tricky one. Do you like any particular horror writers? For me, I enjoy horror that's not too graphic and let's the imagination do a lot of the work. Check out my horror story on here called Dogs of War. The idea came to me when I was thinking of what traditional horror story could work well in a modern setting. So I took a traditional type of horror and reworked it. I think horror has a timeless appeal - there's horror in the Bilbe and many archaic books - Beowulf for example.
I think it's all about our darkest fears made tangible - that sense of unease that suddenly becomes our reality.
So, check out what horror appeals to you, find a tale that you can maybe rework in a modern period and start writing notes until the idea blossoms!
You could get an overall rough idea of what your story is about & just start writing whatever comes to you. When you've got a rough draft together you can decide where you want it to start - somewhere that will hook the reader into wanting to read more. Good luck, I think horror is difficult to write well.
