It's better to try and find yourself an agent first rather than approaching a publisher directly. An agent should be able to help you. You will need to research which agents are looking for work in your genre, as a lot of them don't take unsolicited submissions.

The same goes for publishers; they don't usually take unsolicited submissions but occasionally they might be 'open for submissions' - research UK publishers in your genre and keep an eye on their websites.

Is your book written in English? If it's not your native language it's a good idea to find a copy-editor to give it a bit of an extra polish before you submit it to agents. I'm not saying that just because it's a service I provide! You can arrange this yourself and there are lots of companies and people to choose from. Of course, this will cost money, but you'll have a better chance of getting your manuscript accepted.

You can self-publish, but if you are living in Iran it might be difficult for you to arrange your own promotion in England.
