If you are hoping to be published, the majority of publishers prefer to choose their own illustrators. Obviously you do need to find someone yourself if you are self-publishing.
There are many illustrators all around, really, and most would be happy to help out with picture books c:
It very much depends, though, whether you're searching for someone who'd see it primarily as a job or someone who simply has the talent and is willing. The former you can surely find a directory of (just google something like "professional illustrators in [city/state/country]" or alike, something oughts to come up. I'd recommend going with the latter, though, those relationships usually lead to having an illustrator who cares about the work itself more (not to say that they're any less professional or that "professional" ones don't ever care) and who will definitely try their best because hey, that puts their name out there too!
Try searching on places such as DeviantArt, or even Goodreads or NaNoWriMo forums - from my experience, there are many talented people on there who'd gladly help out, and contacting each person individually can only make them more inclined (that's coming from an artist's point of view since I'm one xP). Alternatively, you could put short info about your project up on a site such as 99designs, or search on Fiverr or Elance and let the illustrators come to you. Be sure to read the FAQs and guidelines on all of those, of course.
