Can someone please tell me if 'Double Lined Spacing' on your manuscript is compulsory?

No. Unless it's specified in the submission brief.
A lot of companies ask for online submission nowadays, and double spaced pdfs are even more of a pain to read than single spaced. And if they ask for a WP format they can always fiddle about to suit themselves.
