hi, I've sent my first three chapters of my manuscript off to my selected agencies. While most of them say that they will respond in up to 6-8 weeks, do they really that long or are they just saying that to prevent being bombarded with questions?

Nope, they do take that long. Sometimes it will come back quicker but most of us end up with the sneaking suspicion it hasn't been read when that happens. You have to remember agents have plenty to do for their clients and reading through the slush to find new ones is secondary to that.
