I have written one short story I believe has merit. How do I find an agent who is pro-active with new writers and single stories out of the long list?

One single story? You might be better off looking for an indie publisher who sells short stories online - usually for well under 50p a time - as e-fiction. Can't think of any agent who is going to be interested in one standalone piece from an unknown writer.

Would it make a competition entry? There are masses of comps out there for all sorts of fiction, but you have to follow the rules to the letter.

Short answer? Write more!
