Is this a self publisher?

Hi all. I have just been looking on line at various publishers. There is one called Pegasus Publishing and they appear to accept any genre of novel across the board. I noticed one line in their submission page that said if they accept your m.s they will either offer traditional contract or shared cost inclusive contract. What does this mean? Is it self publishing or not? Slightly confused.

They had my first story and offered 'partnership' publishing where they provide some services - mostly formatting, I seem to remember, but maybe some editing too - and you pay, well, a fair chunk of money for printing and associated costs (blurb, cover etc). They had my MS for around 4 or 5 months: it might have been longer because when I finally got their letter I'd basically given them up.

I politely declined and eventually self-pubbed. I figured since I'd never heard of any of their partnership books, no-one would hear of mine so I'd be wasting my money. My experience so far (self-pub and small publisher) is there are no guaranteed sales and whoever does the work the author still ends up having to do all the marketing. Disappointing, but that's life :(
