As Jen said, bitly is your friend :) Though I would caution against only promoting yourself. It's boring. A lot of people, they tend to be self-pubd, mass follow then only tweet promotions. It's hard to take them seriously, specially when then follow, unfollow when you dont immediately follow back, only to repeat this several times! Bizzarre.

Join up as John says then you can also post links into your "tweets" linking to any content you want to share.

Note that as some links are too long to share due to the 140 character limit (note this is characters not words) then use a service such as bitly.com which allows you to shorten links and post them in a tweet.

I searched your name on Twitter and didn't find it, so are you asking how to join twitter? It simple to do, just register on their site. Instructions here http://webtrends.about.com/od/howtoguides/ht/how-to-join-twitter.htm

Then you have 140 characters per post, sorry 'tweet'. Follow other people's tweets, and find that other people start to follow you.
