It depends on the genre of short story - horror/romance/ general fiction etc and the length. There are many magazines and journals out there - some paper and others online - and many short story competitions. They all have their requirements. Try asking Google!
You might consider subscribing to a magazine to see the kind of thing they publish. Mslexia is a well-respected magazine for women writers, which not only asks for submissions, but also lists magazines, competitions etc.
