I was wondering whether I should set up a website at this point even though I'm currently drafting. Is earlier better than later? And what would I put on there for a writer who is hoping to get published one day?

It is never too soon to start creating a following and give the search engines something to index. If you have content that you are proud to have aired in public, set it up now.
Have a plan and uniform style for all social media, and only post work you want people to remember, because the internet never forgets.
