What Kind of villain is better?

When it comes to villains, there are ones like Sauron and Kronos(from PJ) who are seem like a primal or unstoppable force and there are ones like Galbatorix(from the inheritance cycle) who are weak at first or are traitors etc- But the question is which kind is better and more popular Type A or B?

Personally, I quite like type A, but type B can be much, much nastier if they are well-written. (My favourite type B ever was Dolores Umbridge.)

I guess Type A then unless you did Type B in a way that means the protagonist underestimates them

I agree that way you can make a great character, but what about a villain, should it be type A or B ? Because a villain is supposed to be the protagonist's true nemesis, one who he or she must overcome.
